You're being unnecessarily hardline.
He's probably using an API lib outside of the standard. How many external libs do you make use of? I have a few. DirectX, Ogre3D, PhysX, Newton, RakNet, etc. I also have MS windows & VC++ 2010 which is full of non-standard functions. Hell, even boost uses function names for its API that aren't standard.
I have a feeling those functions are from NCurses. No, I was wrong, they are TC++ functions. Still...
