I dont understand why people always come and ask how to make a game when they have no idea of the basic programming ?
I do. People don't want to learn how to program; people want to make games. Sadly, "learning how to program" is a necessary step.
Your statement is the same as answering the question "Hey, I want to sell my old car, what price should I ask?" with "I don't understand why people come and ask how to price their car when they have no idea of basic micro economics!".

I don't even think they really want to make games. They just think they do since they enjoy playing them. Ironically, they probably won't have the time or the desire to play them anymore if they actually get a job as a game programmer.
