Need help to compile .idl file

sorry guys. i need help again.

now i have this .idl file which i want to use in a windows program but i have no idea how to compile it into a header. or make it c++ usable.

this produces a .dll?
i dont have a compiler now at the office (insufficient license) so i cant try.

n.. i can #include dlls?
