You just need to get a copy of FPS Gamm Maker 2012.
You can use it 30 days for free, but that's enough time to make a decent FPS. You might just as well purchase it afterwards, as you'll be a millionaire what with your game being so successful and all.
Seriously though, unless you're prepared to invest at least ten years in learning, give up on your idea or hire people who can do it for you.
Learning how to program an FPS is not exactly a few days work but if you reaaaaaly want to create one and are willing to put weeks into learning the code a good place to start would be with the irrlicht engine, it's open source and should be a good starting point for programming a game. They have a load of tutorials available and a huge community so eventually you would probably be able to produce something playable.
Before you jump into that though you should start with some console applications just to give you a feel for the language and then slowly make your way up from there

Actually, you can't make it because you're not a company full of coders, graphic artists, writers, musicians, etc., etc. with a two year project time-frame and a multi-million dollar budget. You might want to start off with an easier goal than an advanced FPS. BTW, everybody has a great idea for a video game. I'm not saying your idea might not be great, just that there is a TON of competition out there. Good luck though!
