Code::Blocks and devpaks

There are project templates in Code::Blocks such as wxwidgets,opengl,sfml etc.
But I wonder if there is a Devpak-like mechanism in codeblocks?

No, though there is a plugin and a template system.

The plugin is included in NSIS installer.

Code::Blocks has SFML and SDL "templates" as well as a Win32 one and several others. It does not have anything like wxWidgets however.
