Background and Photo editing for C#

Hi guys, I am a few months into my programming and have a 2 quicky,
1) how do i edit my background? so i know there is " GraphicsDevice.Clear(Color.Black);" but can i change it to something more graphical not just a standard colour.

2) what is the best/cheapest program for editing photos? Be great to get a few suggestion.

1) You'd have better luck on a C# forum...this is a C++ forum.

2) Gimp is free and works well enough I think. Obviously you have to pay for Photoshop, but I haven't used them both enough to really compare them.

I am using both C+ and C# program was hoping someone would know a little about C# but good idea i should go to a C# forum for th
