I'd go with emacs, makefiles and the GCC, because they're available on my platform(s) of choice and give me the easy fine control I like to have.

I agree to use cross platform applications. Eclipse is available for all platforms and works rather well. This also makes it easy to transfer your project and compile it and different systems.
