Yes, but I don't think it's that simple as just banning them. Spoon Licker and helpmeagainANDagain have already had previous accounts and that didn't stop them, under the names of spoon licker, helpmeagain, western, and spoonlicker. I'm sure there's a reason he can keep coming back.

they havent banned the ip yet. once they ban the ip his whole computer will be banned no matter what he picks as a name. it may take one or two more ip bans after that but basically he will run out of computers. if hes on a home network every pc on his network will be banned in one fell swoop.

I think the community ban option will help if/when it gets implemented. Twicker can't be the moderator 24/7.
I suggested the IP ban in the community ban option thread, but Seriphimsan seems to think it wouldn't help much. Apparently there are simple ways to get around IP bans.

I'm actually wondering if the IP has been banned at all. After the first few bannings, that deters most trolls.

Because none of us have the power to move our own threads to a more relevant section of the forum, nor the power to delete them. Only a few admins do.

Reporting is the current method of community moderation. It just draws the Admins attention to the thread. I report a lot of threads for being posted in the wrong sections. I reported this one after reading the first few posts (before reading the rest of the posts).
It doesn't mean anything.

Banning doesn't help much, they just come back with another ID.
Sometimes it take a bit of persuasion to get users to act in a sensable manner on the forums, banning them to quickly dosn't allow for befit of doubt.
I would like to see a personal 'Shit List' where I can add users to the list and never see any posts from them.
