Get the systems master volume...How?

Hey guys,
I've been teaching myself c++ slowly over the last few months so I'm not a total noob (sorry, I don't have a better word...) but I'm not an expert either.

Anyway, for the last few days I've been looking for a way to get the current master volume of the system, but I can't find it anywhere. It is kind of urgent because I'm making dad a volume utility for his laptop (because it doesn't have a volume up/down button on it) for fathers day this Sunday.

I'm using Windows XP but dad's laptop has Windows 7 (which could cause some difficulties).
