How to make a 3D graph ??

Hi
I am new to 3d programming and i have got this assignment which requires me to create 3d graph which will show the behavior of a particular signal at different locations. I have the co-ordinates and signal strength and the count given. It's suppose to be something like a scatter plot. I have no idea how to begin doing it.. Please Advise
