A simple question ( I think )

How do you make a comand to be executed if the user has suffient privileges to do so using a my sql table and c++ ?

I.E Users types in @goto XYZ but has to have level acces to do so ?

I am picking up a dead project but I am new to programming :(

Any help here is greatly appreciated :)
