Set Mouse Position Using Toggle

Hi,

I am trying to make a C++ project that will put my mouse is the center of the screen and make my mouse stay in the center of the screen. So its not movable at all. I would like to bind the key to F12 so i can toggle it on and off. Can someone either help or give me code that would allow this? thanks. Im a noob also at this. i only know the Hello world example... :).
