Compression using cabinet.dll library ?

Can i Compress file zip file using cabinet.dll libraries APIes (Compressors API) ?
And is it internal DLL in Microsoft windows OS ?

i've never even heard of cabinet files; but apparently they do have some level of compression.

sounds like you need to add it preproccessor;
