How do you know that the user will enter 20 characters?

To get the number from a character do this
1
2
3
char c{ '7' };
int n{ c - '0' };
std::cout << n << "\n";		// 7
I do not know what they mean, just found this code on the internet.. How can I use your code in my program? Can you help me?
