How to implement a relational DataBase and inputs templates

Wish as well to ask your assistance.
I would like to build a Database where the data may be read from a Exelsheet; but need also to know how to design a template for thia dataBase in C+ please. So i can then create it and load the Tables as well for it from Excelsheet Database.
