Reading vector and matrix content from a file

I was writing a program that reads vector or matrix content from a file.for example i wanted to read the vector content of a file name bootvid.dll.this is from windows.I am programming in windows using dev c++ compiler.Also if I caN add or delete the content from a file.THANKS
