Help with doxygen.

Hello. I am trying to use this C++ reference archive(http://en.cppreference.com/w/Cppreference:Archives) with doxygen. The information under "Doxygen tag file" on that page says I should add the following line:

TAGFILES += "location/of/cppreference-doxygen-local.tag.xml=/location/of/html/book/root/"

As I am new to doxygen, I have no idea where to add that line. I have also read doxygen website but got nothing. Can someone help me?
