This is literally a homework problem. You need to do what that first bullet point says.
Write pseudocode. That means write out what your program needs to do.
If you aren't able to do that, I really think you shouldn't rely on this site. Go to a tutor or do a one-on-one with your teacher/professor. The course you are in is going to be way too much if you can't figure out where to start.
