can anybody explain me-mybe through example too- what is the meaning of static construction time? and what is the difference between static construction time.and dynamic construction time?

Never heard of either. And static construction isn't relative to dynamic construction. Static construction allows the constructed object to stay alive until the end of the process. Dynamic construction is the allocation of the object onto the heap. More specifically, it's called dynamic allocation. It's called dynamic because it can be deleted and added to at user's will.

Notice that there is also a third type of allocation, the automatic one
