writting packet sniffing tools..

hello, i m planning to learn writing packet sniffing tools. I want the header file or library to write the program in windows.I have winpcap that comes with wireshark. Please help me getting that winpcap file analogus to like other say iostream,math.c. hope i have clearified things..

winpcap is the library you need to do it in Windows. What do you think is missing?
