Hi programmers. I am here to ask a question. I am trying to enable c++ 11 in Dev C but I tried to follow this and my version of Dev C ++ 4.9.9.2 looks different to the one on
http://www.cplusplus.com/doc/tutorial/introduction/devcpp/
Any help would be great!

You have an old (obsolete) version of DevC++.
If you download from
http://orwelldevcpp.blogspot.com
as described on the page which you linked, you'll find the current versions is 5.6.3
(version 4.9 was last updated in 2005, in compiler terms that's ancient - and is prior to C++11).
