parameter confuson

My goal is simply to output my return_total & new_balance for both function(s) yearly & compound. I seem to have confused myself on what is passed and what is returned, what is value and what is reference, in getting the right values into my function(s), as evidenced by the numbers I get with my output statments in function yearly! Any guidance appeciated.
