Saving .txt for reference

I'm writing a merger code which is supposed to call two preexisting .txt files and combine them into one. I'm running DEV, and I found instructions for saving a file for NetBeans and CodeBlocks, but nothing for dev?? I have no earthly idea how to do this. Any help would be much appreciated!
