Renaming a file to .xlsx then exporting to .csv

I have a file when extracted from a piece of equipment that has the file extention .001. Is it possible to have filename.001 changed to filename.xlsx and then exported as filename.csv which I can access. Or is this a huge undertaking and would be better done by the user just doing these steps themselves?
