It seems to be acting as an intermediary between the client and this server; a "proxy", if you will. Someone might have created it to bypass some block, I gather.

Either that, or it updates instantly. I just made a post and it's already there.

I guessed it would be some kind of proxy. Still strange to have a site specific one, though...

Mine never did either. I can't picture any firewall having a reason to block this site. Perhaps off-topic towards education?

My school doesn't block this site, and it blocks almost everything! Once, a site was blocked for being under the category "ham". I have no idea what that was...
Another time, it blocked a site under the category "education". Sometimes I wonder who makes these things...

cracked.com was blocked from us for "bad taste". Who the hell are they to judge that for us!?

And dreamspark.com was block for being a "free download site" and hence not safe... Say what you like about MS, I don't think they give students viruses ;P
