for operating system
yes, some people did
in c++
yes, few people did (e.g. developers of Symbian)
and compile it with code blocks IDE
very unlikely
for me
if you have a lot of money or other incentive to make people work for you

even if there is C++ open source operating system it surely doesn't include code blocks project files.

It could be argued every line of the Linux kernal written in C is C++, since C++ is a superset of C. :Þ

you know, Linus Torvalds (if I spelled that correctly) has very negative opinion on C++, he will say all the worst against the language and wont choose words.

I once read a thread where he talked about C++ language with other posters, to bad I can't find it anymore, but he was so upset at everyone who would oppose his opinion on how bad
and ugly C++ is.
