collate_byname

The collate_byname standard facet has the same characteristics as the collate class, except that its constructor allows the construction of an object for a specific named locale:

constructor: explicit collate_byname ( const char* std_name, size_t refs = 0 );

Constructs an object with the same characteristics as a collate object but adapted to a specific locale, identified by the name std_name.
